Labour market assessment and development of a VTC strategy


The World Bank is providing support to the Government of Azerbaijan in preparing the

Employment Support Project (ESP) to improve access to employment of vulnerable people in Azerbaijan.

The objective of this program is to strengthen self-employment and entrepreneurship as a pathway out of poverty and in to the labor market for vulnerable individuals.

The targeted beneficiaries are IDPs (Internal Displaced People), refugees, women, youth, individuals with disabilities, long-term unemployed, individuals with less than two years until retirement, and former convicts.

More specifically, the service assignment will develop necessary tools and capacity-building activities to understand the skills of jobseekers and skills demanded by employers.

Main activities of the project:

  1. Labor market and skills demand assessment
  2. Develop the strategy for VTCs (Vocational Training) expansion and improvement.
  3. Development of a statistical profiling tool, skill assessment tests and case management approach.
